The 20-year-old righthander finished the minor league season with a 7-6 record and 3.83 ERA in 19 starts and a relief appearance for Double-A Bowie. During an earlier stint with the Orioles, he made eight starts and went 3-2 with a 6.34 ERA.

Penn, one of the top pitching prospects in the Baltimore system, has been recalled from Double-A Bowie to replace injured lefthander Erik Bedard on the 25-man roster. The 20-year-old righthander features an excellent changeup and pitching savvy that one might expect from a veteran pitcher. In nine starts at Bowie, Penn was 3-3 with a 3.12 ERA and 58 strikeouts in 49 innings.
